Hi Pam,

Issue 514 relates to a set of new validation rules proposed by Matthew
Rawlings. These rules were agreed to be included in the VWG Meeting last
October: 

"VWG 2007-10-23: Agreement from participants (Matthew, Christian, Marc)"

But I see that in the minutes, participants on the last call agreed not
to include them. What should we do here?
