wrt 2. Proposal to Standards Committee
I think the proposal reads very well, and is easy to understand. I fully support it.
 
I propose the addition of an upbeat paragraph on the advantage of providing backward compatibility,
just before the heading 3.1 Forward Compatibility. Something like:

"The advantage of this change is that application software using the latest schema can process all previous versions in the same Major series of releases. Any processing that depends on the Minor version number, can be implemented with reference to the fpmlVersion attribute."
